Philippine Civil Service Exam Ratings and Eligibility

The Philippine Civil Service Examination reports a general rating used to determine career service eligibility. The Professional and Subprofessional examinations correspond to different levels of eligibility. Certain candidates may qualify for additional preference-rating rules under current Civil Service Commission policies. Read your official result and any special eligibility decision separately from an employment appointment.

A Civil Service Examination result in the Philippines has a specific purpose: it establishes whether you have met a career service eligibility standard. Your general rating comes from the Civil Service Commission, and the eligibility type connects to the Professional or Subprofessional examination you took. The Civil Service Exam study guide covers preparation; this explanation focuses on the result and what it can mean for a public-sector application.

Start with the general rating

The Civil Service Commission’s official results explanation states the ordinary passing requirement as a general rating of at least 80.00. Use the formal result when assessing eligibility. The number of correct answers in a practice set helps identify study weaknesses but belongs to a different record from the official general rating.

The CSC results service also explains the publication of official passers and the Certification of Eligibility. A candidate should use the Commission’s recognized process to confirm results and obtain documentation. Keep the examination level and identifying details on the eligibility record when applying for government positions.

The eligibility level affects where it applies

Professional and Subprofessional examinations lead to different forms of career service eligibility. The receiving agency’s job posting determines which eligibility level is appropriate for its vacancy. When preparing an application, read the stated appointment qualifications as a whole, including education, experience and other published conditions. An exam rating gives one of the qualifications that the agency considers.

When you compare previous results, maintain the examination level beside the general rating. Training tasks also deserve a specific approach: Professional analytical questions may call for a different review method from Subprofessional clerical questions.

Current preference-rating rules

The CSC’s overseas-worker policy permits qualified Overseas Filipino Workers with an original rating of at least 70.00 to apply for up to 10 additional preference points, subject to the stated conditions. The resulting eligibility rating is capped at 80.00. The policy applies to qualifying examinations starting with the relevant 2026 administration and involves proof of overseas service and performance.

The same CSC eligibility policy requires at least five years of cumulative qualifying overseas employment, performance documentation and, ordinarily, an application within six months of the CSE results being released. It is a separate application and approval process; the Commission may extend the filing period on meritorious grounds. Keep your original examination result and later eligibility certification as distinct records.

Use feedback to guide the next attempt

Review incorrect practice answers by skill. In verbal ability, identify where the meaning of a statement was misread. In numerical ability, check the first calculation step. For analytical tasks, inspect the assumption that controlled the conclusion. Practise the corrected step on new material.
